It makes it sound like a marriage certificate is irrelevant. And yet my wife got forced in early 2024 to get a QR upgrade to our marriage certificate before she was permitted to finish her visa application. Also the "incentive" part at the end is strange, since it makes it seem like it must be more difficult than otherwise for an applicant to visit their own spouse, as it gives them less incentive to return to their country of birth.
