Those are the alarms at my imaginary friend Sally's College where she works. There has been an emergency because the boilers have overheated and are dialing the Fire Department. Then later the boiler explodes causing a fire.
My highschool has ceiling mount EST Genesis speaker strobes in all the hallways and classrooms. The only other notification devices are just a wall mounted version of the EST Genesis.
funny fact: I have the spectralert advanced in ALL of my school alarms and it can get pretty LOUD! This is my last year at this school and I am still not used to the alarm, and also I got a taste of fire alarms when this kid pulled the T-bar MANY times in Pre-K
my school has simplex true alerts and dual action t bars and wheelock outdoor alarms. the true alerts are in code 3 but the wheelocks are in contiunous which is freakin loud.

I actually prefer speaker-strobes over horn-strobes. It's easier on my ears and actually works for other emergencies too. You can even talk over some to give more information if needed.
I have a funny story about speaker strobes: Basically, my local library has Wheelock CH Speaker Strobes and a Simplex panel. So one day I was just browsing through books, seeing if there was one I wanted to check out. It was about 5 PM on a Friday evening, and my library closed at 5:30. So then all of a sudden I hear the Simplex voice evac siren and see the Wheelock CH's flashing. I think, "Oh god is there a fire?!?" so I wait for the voice evac. The librarian comes on and says "May I have your attention please, may I have your attention please." I literally drop the book and am ready to dart out of there, while one of the other librarians look at me like I'm crazy. Then the librarian says over the voice evac "The building will be closing in 30 minutes. Please check out your book, and log off of the computers within the next 30 minutes. If you need to call for a ride home, please do so now." I let out a sigh of relief and a little laugh, because I thought I had to evacuate that instant. Anyways, I think it's a code violation to use fire alarms as PA systems, so they should stop doing that.
