Good question. Well, no. As a project manager, you don't pick the work to fit into the time frame. You identify the project scope - all the work required to meet requirements provided by clients. Then, you estimate the duration and costs of that scope. If it goes beyond allocated budget or deadline you need to negotiate with clients and sponsor to reduce the project scope. But you need to do it in such a way so that the project can still reach the Business Objective. So, it's up to the business to decide what pieces of scope to remove. For example, Nice to Have features. After they make the decision, you update the project budget and schedule to see if you fit in.
