On a soul level you see people and that can be very intimidating. Scorpio rising people haven't sold their souls, it seems we are all fighting to transform it and "fix" or "reverse" what we've done in past lives in this lifetime. Love your comment and can relate- happy new year! Isn't it strange- the moon can be very prominent the younger we are for sure. The moon progresses and you may feel very sag rising at this point in your life if you're in your 20s. Scorpio rising and pluto in the 1t can be super bubbly- very positive and extremely healing emotionally for people around them but I definitely think we are in our heads a lot more than the average person- especially Libra sun! Thinking waaaaay too much about what other people think at all times, it can be detrimental to our confidence and full expression. I'm a libra sun too. Real indeed. I know a few people who have natal Pluto in the 4th, close to their IC. One for instance comes to mind- A child prodigy organist whose parents both died before age 12 and was raised by his grandmother from there, his connection to grandmother is sustained well into his late 30's. 4th house has to do with lineage and depending on the degree of your Scorpio rising and natal Pluto placement, could have to do with the impact your most recent ancestors have on your consciousness. Specifically grandparents and their influence, i.e. the Matriarch on your mother's side, or the dominant Matriarch. Anyway- He's been famous from toddler age for his innate musical talent and through that initial turmoil (I'm not fatalist but I'm also not into sugar coating the reality) of Pluto transiting his 4th he was deeply conditioned in the church realm, and to this day clings to his spiritual roots (artistically and otherwise). He is a highly private adult, as a public career life requires stronger protection of mundane life not pertaining to career. This transit opposes your Career house, as within so without. Dope! Do you feel like a lot of your lessons are self willed? So much 8th house energy can result in the borderline of a lifetime pulling the victim card. I always wonder about people's evolution with such energy. Personally, there was a long stretch of time in my younger years where I victimized myself. But I hit a wall where I was SO sick of the strictly 8th house lessons that I began to take responsibility... It doesn't mean there isn't a world that is ALWAYS trying to drag you back into jail. Yea ot does have me feeling like the victim sometimes. But I always find a way to go through catastrophic situations and come out on the other side stronger than ever before. Your last statement is so on point for this moment- earlier I sent an email reply to someone who I'd blocked on social media and phone, to share my side of an incident that should have never happened where I was harassed and sexually objectified (SO SCORPIO SMH)- The main thing I said was along the lines of, "Look, I don't owe you an explanation to how and why I move, but I will say what I was thinking inside as it was happening was that you have no idea what I've been through, what I've seen, and what I know." And ain't that the truth every time. Lawwddddd. Overall the lesson is grace every time because trauma packs on as life goes on...

I'm glad you can relate. From personal experience with a lot of Sag rising friends, there is an eerily familiarity in our energy. It's like, how you say, next door neighbor energy... Libra and Scorpio are the two relationship signs so it's no surprise you attract essentially your basic personality and people similar to you i.e. Scorpio because these people further help you self-actualize and build self-awareness. The sharp tongue comes from both Libra and Scorpio. They are two "no bs" signs when it comes to relationships. The keen insight you have of yourself leads you to push people's buttons to be the same way. It's no coincidence I was literally on my other channel before I got back on this one just now after a long time, responding to someone questioning if intuition was real. I wasn't able to refer to Astrology as it wasn't that type of conversation but it's fascinating you mentioned intuition here and it's the next comment I'm seeing. As a majority Scorpio 1st house person and with mars in Scorpio, I don't doubt you lead with intuition strongly. You are still a Libra rising and your chart heavily relies on your Venus placement. Is it connected to Pluto at all? i.e. does it have aspects to Pluto? Do you have any planets in your 7th or 8th houses? Any Libra planets? What happens when you have a late degree rising sign is that you carry the energy of the final degrees of the sign your rising technically is, and embody the following sign the more you get to know people. You likely relate to the phrase "What you see isn't necessarily what you get," and "First impressions say as much about a person as their favorite color." :)

I would only say that about 28 and 29 degree rising entities of any sign. Even then, when I read charts with ending degree rising, I read them as at the edge of completion level of the sign, an elder version of the sign prepared to let go but still holding onto the lessons of the sign it's in. With no planets in Sag and a stellium in Scorpio, my chart is far more Scorpio. Pluto in Scorpio on the ascendant like this video says and Venus rising doesn't allude to anything Jupiter related. At 21 degrees, it's barely past the halfway mark for the evolution of the sign itself.
