Being "the best" is difficult nowadays. It's in the eye of the beholder. Jaco is still the man for me however.

Hadrian is indeed a great player, a brilliant technician but the best you’ve ever heard....really? I know it’s boring to say so but Jaco not only played brilliantly but he also wrote great music ( not just bass parts). Humour me, can you hum three Hadrian bass parts (that he’s written)? Now do the same with Jaco, the problem you’ll have is which three of the many. Rant over.
