It's a similar phenomenon to how the warp functions in Warhammer 40k. Belief in something gives it power, so if the deer believes the ritual can contain it, it can not leave.
Or one of the more common reasonings is that the deer sees all of it and goes "You guys are fucked up, I don't want to see what else goes on if this is a sample size." So it just stays in place.

Fun fact: The containment procedures for this Deer God are a direct reference to Cronus/Saturn from Greek/Roman mythology, along with other legends. The masks? The Muses. The D-class being tied up and castrated by a sickle? How Cronus castrated his father Uranus, with a sickle made of adamantine. The testicles being dipped in salt water? In Greek mythology, Uranus's castrated testicles fell into the ocean, which began to foam violently, and from the foam rose Aphrodite (Yes, I'm being serious) The eating of the child? How Cronus ate each of his children as soon as they were born, to prevent the prophecy of one of his children overthrowing him from coming true. The eating, and subsequent vomiting of the stone? How Cronos's wife Rhea replaced Zeus with a stone wrapped in cloth, and fed that to Cronus instead. Later, he was fed a poison by Zeus, which lead to him vomiting up all of Zeus's siblings. Plus, the fact that the Stag can change the chemical/atomic makeup of objects? A reference to Saturn in Alchemy, which was represented by metal, and itself represents the concepts of contraction, structure, stability and materialism.
Also the shape of the containment facility is a reference to Saturn's rings. The atmosphere inside the central chamber where it's kept is similar to that of Saturn. The playing of dice in the first procedure is a reference to how Saturnalia (Roman holiday dedicated to Saturn) was the only day when gambling (mostly using dice back then) was allowed. Scattering of Grain? Saturn was Roman God of Agriculture and Harvest. It just goes on... There was A LOT of thought put into this article. It's still one of the best written articles on the Wiki and set the bar really high in its time.

Dude a weeklong artillery barrage didn't even phase it a nuke might actually piss it off. Considering it has the ability to alter matter at will, that's probably not a good idea. ...and Saturn/Chronos is who you were thinking of. The castrated D-class represented Uranus (his father) in the ritual.

If I recall correctly, the "outside consultant" that set up the containment procedures isn't human, and is from the transdimensional realm of Alagadda where another very powerful, very old and very scary God, "The Hanged King", rules... There are quite a few very scary, very old and very powerful gods in the SCP universe. Yaldabaoth, Mekhane, the Scarlet King, the Hanged King, the Deer (Saturn/Cronus), etc.
in the anime Princess Monenoke, a deity representing the guardian of the forest was exactly like this. (without the containment ritual of course) it did however have one of Studio Gibli's most terrifying third acts to date.

And the worst thing is because the ritual can't be changed they don't actually know what part is containing the deer. They might only need the dice game and none of the other stuff but stopping one part to see what works and doesn't in itself could cause the breach because the gods only contained because it thinks it's contained.
This was one of the SCPs that was used at the end of SCP-1730. I suppose the next one you could look into is SCP-001: Dr. Clef's Proposal - "Gate Guardian" as it is the other SCP used at the end of 1730.
Ah, yes. When [Redated] Comes Back Wrong and requires weirding out to the point that he/it does the 'screaming as they back into a corner while wildly winging weapons' meme. This one belongs to the Broken Masquerede timeline if I recall. I will point to this: Pay attention to the specific elements and things mentioned, the stuff like the hexagon people, the metallic hydrogen, the rings and the gaps. You will kick yourself when you realize how utterly spelled out it is.
Appearance wise, the Deer reminds me of both Cernunnos (Celtic Mythology) and the Horned God (Wicca), but the containment procedures remind me of Cronus/Saturn (Greco-Roman Mythology).
