Each time you get into your car and grab the seat belt, you are applying natural skin oil, hand cream, sweat, dirt, grime, food, grease and dust onto the seat belt material and over time causes the seat belt to get stiff and not want to retract. This routine happens 1000's of times per year. It causes the seat belt material to stiffen and not be as flexible as it once was. As it gets stiffer, it won't bend easily to go over the bracket at the top to allow the seat belt to retract. The seat belt becomes slower to retract or stops retracting completely. Before spending a lot of money to replace your costly seat belt assembly, try it. It works almost 99% of the time for a seat belt that won't retract or is slow to retract.
