The new procedure doesn't make any sense. In the past, while waiting for the CBP passport inspection, luggage processing happened in parallel (at least it saved some time). Now, people have to wait twice. If your bag takes a long time to come out, you will end up waiting at the end of the passport line (i.e. waiting longer).

12:03 I want to point out that this large area was originally supposed to be where Passport control was supposed to take place, until they decided to change procedures and have passport control after passengers claim their baggage.
