If you have a job offer most of the time they might not really consider your bank statement as it is a belief you have a job that will sustain you when you get here but I will also advise you have something substantial in your bank account just incase. So you do not sabotage your chances
The only time you can apply for an open work permit, is when you have your spouse as a student or if your spouse is on a work permit in Canada. If this is not the situation, then you will need a job offer before you can proceed

@@123ravi94 hello, you will need to apply for jobs in Canada and see if you can get a Company who is willing to sponsor you with an LMIA. Please do a little research on this.
