As far as I'm aware it comes in from America vac packed in large quantities, with the packs usually rubber banded to the vac pack . So then the main UK plug weighs and packs them individually. I would assume it make it easier to get through customs . The postal services (especially in the UK) are extremely strained and do not have the time to screen every parcel for drugs and are more interested in hazardous materials . I.e chemicals ( most class A fall under chemical) and bombs. So most packages slip through undetected. The reason Cali's price is so inflated in the uk is to cover the cost if a parcel is seized at customs . Also the fact that it comes in via airplanes so shipping is fairly expensive
