You can make up 100s of laws against this but men and women will still be in polygynous marriages. Because the law of Pakistan allows prostitution and zina but not marriage. So just do marriage at a local masjid and no need to go to secular courts that will later on throw you in jail for marriage while unmarried 'couples' roam free in this country.
