He missed the Monell vs. Dept of Social Service of the City of New York where state entities are legally liable under 1983 for unwritten or written custom or policy that violates unconstitutional civil rights .

It seems that your stuck in the illegal legal system. presidenect is wrong as the judges have not power to make any law at all, as that is illegal, if you have a illegal court system then you have no justice.
