Because it's isolated, it's locked. Right click on the view then Properties, then in the opened window click the tab "view" and you have there "Visualization and Behavior" and three check boxes. UNCHECK the box where it says Lock View, then press apply and ok and it should move and be able to do what ever you want with it.

You can't change the size of a view, it's changes automatically depending on the amount of information put into it
