Guys this matter is simple stop complicating it ndc. The law will only apply if the member wants or seeks to leave a party to join another or become independent in that same parliament sitting then the seat must be made vacant for a by-election. Not when the person is planning to that later in the future. It's like a marriage divorce if the parties r planning to divorce u can't jump in n say I'm replacing u as a new wife because u plan to leave next yr. Technically that will be illegal. It's only when the divorce has been signed off before it can be declared there's vacancy available to be filled. Until then a 3rd party cannot junp in to declare vacancy for any of the two parties cos technically they're still an official couple n remain or can choose to remain together. Simple so ndc shd stop all the noise n wasting the nations time n resources cos JM msg is not going anywhere hmmm ndc u hav a big problem.
