Sega Rally 2 introduces a variety of new cars to drive while also bringing back the two classic cars from Sega Rally. The Celica and the Delta were not very different in the original Sega Rally, so your choice there was mostly an aesthetic one. However, in Sega Rally 2, while the top speeds of the cars are similar, each car handles very differently from one another.
The cars are loosely arranged on the car select screen with the easiest to drive cars on the left and the hardest to drive ones on the right. Some cars start to powerslide very quickly and are very responsive such as the Lancia Stratos while other cars, most notably the Peugeot 306, do not slide easily at all and are not very responsive. Both of these traits have advantages and disadvantages, so you will have to experiment to see what you are most comfortable with. Additionally, the Stratos and 306 take these traits to their extremes, so much so that they can be deceptively tricky to drive. Consider picking other cars that balance sliding and grip first such as the Toyota Corolla or Subaru Impreza before trying these two out. The Mitsubishi Lancer is similar to the 306 in that it does not slide as easily as the other cars do, but it is more responsive than the 306.
