I actually have a theory about this. Kramer acts like Kramer because of 2 things. A. He's sleep-deprived B. Because he's sleep-deprived, he's SUPER hooked on coffee (remember how enthusiastic he was at the prospect of free coffee at every one of the coffee shop's locations) So basically, he's both exhausted and absolutely WIRED every moment of every single day and acts like a weirdo as a result of it.
The slight retch when he says "Broccoli". The perfect taking-a-shot-of-something-strong with the honey mustard reaction, too. The crossed eyes, the cough, the slamming the palm down on the counter. Brilliant.
