Video shows that I wasted a couple of Axe blows on Phase 3 and I finished with 2 spirit emblems so you should be able to successfully cheese Isshin at a much lower (under 20) Power Level. Video also shows that I only used 1 confetti and 1 red sugar and got interrupted on the other attempts.
The essential buffs are:
- the 2 special rices (snow and sweet) for phases 3 and 4
- using Tanto 3 times (before you begin and as you start phase 3 and phase 4) for 15 extra Spirit Emblems
- Eeel Liver on phase 4 to make you practically immune to lightning (in combo with the sweet rice) so you can focus more on offense
It would be nice to enter battle with Confetti and Ako because it costs nothing to use them and they might help.
And don't forget to create a game save BEFORE you go in because some of the ingredients - the 2 rices - are impossible to replace this playthrough. Save your game before you go in and fight and if you get killed you reload your old save and try again. You can do this easily by saving to the Cloud or on a USB drive on PS4, don't know how it works on other platforms.
You can raise your attack power very quickly if you farm experience at Outskirts Wall - Stairway right before Isshin. You get about 3700 easy exp points for every 20 seconds or so loop.
