I think the issue here is from how I understand it is this: 1) sen. trillanes has the floor. in other words, it is his time to speak. SA KANYA YUNG ORAS NA YUN! 2) as such, ONLY IF trillanes allows you to speak or if he "YIELDS" the floor to another senator, whether the senate president or a colleague, will that senator be allowed to speak. parang NO ID, NO ENTRY. 3) KAYA na-bad trip si trillanes because HINDI NA SYA PINAGSALITA in his "OWN" TIME. the budget is a different issue all together.

the fact is our government is divided to three departments, executive, legislative, and judiciary.. each departments are co-equal with each other.. as a senator, trillanes belongs to the legislative department.. who do you think he should directly report to? the president or the senate president?
