I think the best option is adding more cars but those cars are only for old people and disabled people. Because the number of subway's passenger is mostly filled up by old people. Therefore, these cars are normal, have seats but would be built more convenience stuff for old people or disable people. In addition, adding more cars for these specific types of people means build more entrances, elevators inside these underground stations for them.
What about the children though? Some are too short to reach the cushion handles on the side (that is if they can get a place on the side anyway) should the parents be expected to hold or carry them all the way? And if they only have the standard 4-8 priority seats per carriage wouldn’t it be too little since there are a lot of elderly people in Korea?
Basically no children are in the subway during rush hours and almost none during the days. I barely see kids in the subway and sometimes only on the bus in Korea!
