I strongly would not endorse using cellophane paper when a baby is putting that in his/her mouth. Instead use the inside wrapping from a box of cereal after washing it because if its safe to store food in it then its safer to use if covered by fabric. The wrapping makes a good crinkle noise for this type of project.
