CONCLUSION Shah Wali Ullah observed and understood the reason beyond prevailing problems of dis-unity of that time with a solution of reading and spreading the teachings of Quran with meanings and comprehension. Economically, he believed the earth or soil master is only Allah and the all Allah's creatures should be given to all Allah's creatures, He emphasized to pay zakat.
