The Sunnah of Allah Azawajal regarding our rulers is that the rulers are a mirror of those they govern. If the people give each other their rights and fulfil their responsibilities to each other then Allah Azawajal will decree the ruler to be just who will give the people he governs their rights and will fulfil his responsibility to them. However, if the people are corrupt, and oppress each other then naturally per the Sunnah of Allah Azawajal the ruler will be oppressive towards those he governs. Another interesting point is that it is society itself that creates its rulers. The ruler at some point would’ve been a child and young youth. If he was raised in a just, compassionate society that fulfils each other responsibilities then the likelihood of the ruler being just is very high. However, the opposite is also true that if the ruler is raised in a corrupt and merciless society that doesn’t fulfil each other’s responsibilities the likelihood that such a leader will be oppressive and corrupt is highly likely due to the corruption of the society that raised him. So the best way to increase the likelihood of just, merciful, compassionate Muslim rulers is for each member of Muslim societies to start practising mercy, compassion, and forgiveness in their homes regarding their wives, husbands, children, and parents. Then move on to one’s neighbours, then move on to one’s local community, then move on to one’s region etc. And as always… Allah Azawajal Knows Best. May Allah Azawajal unite the Muslims upon Tawheed, the authentic Sunnah and Justice with the understanding of our Righteous and Pious Predecessors. Aameen ya Rabb. Asalamu Alaykum to you all. -)

Rulership is from the Furu(branches), as explained by Ibn Taymiyyah rahimahullah in explanation of the hadith the handholds of Islam Will be broken one by one..... The first one that will be broken is hukm and the last will be the Salah (prayer).

The Khilafah will only return at the end of times, the hadiths talk about how there'll be several kings before it returns. The Ottomans didn't count as a valid Caliphate.
