Typhoon Pulasan, the 14th of the year, made landfall again in Shanghai's Fengxian District on the evening of September 19. It seemed like a weaker storm, but the rainfall that came with it was astonishing. After a night of heavy rain, roads turned into rivers. Cars driving on the streets looked more like boats sailing through water. Several districts in Shanghai were flooded, making travel difficult and creating safety hazards.

Nah, engineers just skimped on capacity and materials cause its just once in a century thing. Combine this with CCP redirecting water and weather manipulation and this is the result. Here's a big problem: the city of Shanghai itself is built on what amounts to a river delta. As such, if the area experiences a major storm or a major surge from the waters of the Yangtze River, the city will flood, often with serious consequences. In contrast, the city of Tokyo realized that because that city was built on the Arakawa and Sumida River delta; without drastic action the city would flood during the summer rainy season and when a typhoon strikes. That's why they built the massive _Metropolitan Area Outer Underground Discharge Channel_ to divert the waters from the Arakawa River away from the center of Tokyo, which dramatically reduces the threat of flooding in Tokyo itself.

Shanghai is built on a river delta. River Deltas are destinations for water. Flooding is natural for them. Preventing flooding of above ground structures is difficult and expensive. Underground areas are actually worse. It's foolishness. The only thing that should be there is the port, because you can't move it somewhere else.

Not foolishness. One of the more common places for cities is on rivers. Not only for mass transport of bulk goods but also for water. Or major river crossings. Try looking at how many cities are on rivers!

It's just a question of what is cheaper, shipping stuff a few dozen miles to a port or pay to build flood proof cities in the middle of a river, or just rebuild every year.

One more thing to add is the Water Management of the CCP. Who the heck keeps their dams at maximum possible capacity at all times even when there's a drought. Look at the results when there's heavy rains and storms that's when they are releasing heavy amounts of water thus compounding the problems their citizens are facing.

Exactly. The whole Gulf Coast and all of Florida coast deal with hurricanes every year. We build for it, evacuate, hunker down. These people are trying to carry on as usual during a heavy storm, which is absurd. This is not unusual weather. It’s people and communities who don’t know how to deal with normal seasonal weather.

Why are they naming the typhoons Filipino words like bibingka and pulasan? Is this a way for the ccp to provide negative association to the Philippines? They only did this naming scheme with this past 2 typhoons.

The Chinese aren't naming them. Typhoon names are assigned by the Japan Meteorological Agency (JMA), which uses a list of names submitted by 14 countries and regions within the World Meteorological Organization's Typhoon Committee. Each country contributes several names, and they are used sequentially as storms develop.

How is it that those people don't get sick after wading around in all that filthy water? They're waist deep in bacteria and Lord knows what other chemicals and waste. I've seen people eating while sitting in flood water. How do the elderly manage to cope as they're certainly not going out in waist-deep floodwater. I'm glad I don't live there as it can't be very healthy for older people with low immunity. They better fix the sewer infrastructure to drain water faster. Is that water cold or warm? Those people don't seem to look like the water is cold. Honestly, those citizens don't seem fazed by the deep floodwater. More power to them.

Come on, people, have a little compassion! This isn't something to gloat and jeer about. In 2005, Hurricane Katrina put 70% of New Orleans under water, making thousands of people homeless. In 2011, a massive tsunami (earthquake + tidal waves) devastated north coastal Japan, causing over 10,000 deaths. The same earthquake also caused massive flooding in Indonesia and about 150K deaths. There's plenty of weather to go around and you can't expect anyone, anywhere, to be totally prepared. Hopefully Shanghai will build better drainage/flood mitigation systems to minimize future damage.

Much of Shanghai is about 10 feet above sea level, this will happen frequently. I'd consider moving to higher ground.
