i believe that Lucy is supposed to be nature. It's written in the Romantic period when, after the Industrial Revolution, cities became afwul places to live in with poor living circumstances. It's typical for the Romantic period to long for nature. So it would make even more sense. He also writes how she is now in her grave and how she ceased to be because nature had to make room for factories and houses. I think this is a good analysis. 'She' cannot be a real individual, otherwise how could she dwell amongst the 'untrodden' ways? If she were a person, she'd have to either hover above the ways (routes), when using them, or just..well...stay put and never leave one spot.
