Where do you get the idea that cats are fast? Cats hunt by stalking and pouncing. Dogs and wolves are faster because their bodies are adapted to hunting by running the prey down until the prey succumbs to exhaustion. The only exception are cheetahs, and cheetahs are the only big cat with non-retractable claws adapted for running instead of climbing. Also, Meowcles has a human body and runs on two legs, and he's quite bulky.
