He changed tenko’s original quirk. Shigaraki quirk was..let’s say uhh a simple one but AFO revapmed it and got the “doctor” to use it to make a synthetic quirk aka the destruction one!! If u look in the manga it’ll explain it better I’m sorry.
He gave his quirk to shigaraki so he could later try to take his body as his own.Not to mention that one scene where u CAN CLEARLY hear afo's voice within shigarakis body when he says "little brother" to Deku. So yes there actually is evidence it's already been confirmed multiple times.
