I had the same theory

My theory is that his atomic breath is just him vomiting. Expelling huge amounts of energy that gives him huge amounts of pain. You’ll see when he first properly uses it he looks almost calmed and relieved afterwards.

Actually, it's Godzilla's biology. Godzilla's biomass is metabolically sustained by nuclear fission, which also produces outward force to prevent his mass collapsing on itself. The nuclear reactor inside Godzilla produces energy, including energy lost to heat as entropy. Godzilla's pulmonary respiratory system moves blood through his entire body and lungs to distribute energy to metabolize, and absorb extra energy lost to heat. His blood then goes to the surface of his skin to radiate the heat off. Godzilla's internal temperature exceeds it's physical limits in its second form, so Godzilla vomits the superheated blood, which melts the car tires. And then Godzilla returns to the ocean to cool off, before later returning to Tokyo in his next form. In this form, Godzilla has adapted to better release excess heat and radiation by vomiting, without losing any blood. This "vomiting" action is meant to disperse the extra heat from the bombs dropped on Godzilla by the stealth bombers. Godzilla then adapts his nuclear vomiting mechanism to be used as a ranged weapon and radar to track and attack invisible enemies far away. It's the most genius atomic breath of all time. Once Godzilla realizes he can weaponize atomic breath, his spines adapt to better destroy bombs dropped on him, and his tail also adapts a second head and atomic breath as Godzilla splits into two beings. Eventually, his adaptation works to split Godzilla in to many, many smaller beings. These smaller beings would be intelligent problem solving people Godzillas capable of cooperation, showing that Godzilla's adaptation was learning from the coordinated efforts of Japan and America in Tokyo. Eventually these Godzilla people would spread to the stars in space, creating new Godzillas until the entire mass of the observable universe is converted into Godzilla super cell powered by stellar fusion, and likely eventually black holes. The multiverse is gojira all the way up and down.

I thought it was that since he himself doesn't have much control over his rapid mutation, when this happenned it was actually just him trying to attack the choppers but his body wasn't as quick and offensive. But in respond to his desire to strike, his body mutated again to develop an offense mechanism using the excessive radiation that is the atomic breath, but his innards couldn't handle the function yet so it instead hurt his internals which caused his blood vomitting. It's like forcing your vocal cords to reach a way higher note in a single try. That's why the fourth form is a hardenned flesh strong enough to withstand the atomic breath development

I've always felt bad for Shin Godzilla, due to the sheer pain he's in 24/7. The poor guy never catches a break. Isn't there any way he could evolve so he's not in so much pain?

I can't sit through extremely long meetings, but honestly, most would agree. Is it really true that even the abridged versions are still mainly all meetings? I really wanna see the movie, I've heard the movie is absolutely amazing and well done. I honestly love all the Godzilla's.
