as far as I'm aware you cannot edit the enemies you fight but I won't rule it out that theres maybe a menu I missed as for 2:31 , spoiler warning for those that didn't finish vengance yet: as for Tao, she was unused content since the first game so you could say it was dropped with the original release HOWEVER they also added a battle mugshot and various data for Pagna Yoko in her 1st godess form. It doesn't seem that the full data survived but I wanna look into this sometime to see if it can be made working. Theres a unused copy of godess Yoko but she uses her human godess form model.
Well theres a way if you use the unreal engine console which can be enabled via various ways. From what I have seen they had a ingame debug menu too which they might have used for that - although I was unable to activate that one. If you got access to the console, just type this in: open /Game/Level/Lv_LevelBoot.umap
