Wait, there can be Kleavor outbreaks? Huh… Let me guess, mega rare? Probably better off getting a shiny Scyther and evolving it in Legends?

It’s definitely more on the rarer side but I’ve seen it pop up even without a rock/bug sandwich. If you really wanna hunt it I’d say it’s worth looking for otherwise yeah legends is your best bet
