They have a friendly rivalry for being the best secretary, but both actually respect each other. In volume 11, Diablo knew he could leave Shion to take care of Razul so he could go face Raine. He believed Shion would win, even though Razul was stronger. There's other examples of this. They're both simps for Rimuru and jusg want to gain as much attention from him as possible, that's why they argue. But others do that too.

It's more like she acts like a child when she doesn't get her way and starts crying, and he acts like a grown adult. The only thing he does is get annoyed😂

Shion obviously almost fell to envy and jealousy. This a cannon fact when the thorn of envy was stuck in her soul thats why Raphael halted her evolution because if the thorn of envy sprouts into an ultimate skill, it will change shion’s personality and might end up be an enemy of tempest. After shion removed the thorn in her heart she evolved and then the thorn went straight to velzard and velzard went crazy. Luckily, guy and velgrynd helped her.
