Bro I have only one bed in my hospital, do I still need to have a regulator with 2 flow meter outlets?

As per MFAG if more than 1 non-portable oxygen cylinder is used then 2 flow meter is required (eg., using 2 cylinders of 20L). If only one cylinder is used then only 1 flow meter is required ( using 40L cylinder).
