The jellyfish looks to me like some cargo wrapped in cargo net, tethered to a helicopter. The video is recording from a phone looking at a monitor, so the details would be lost. Making the tether invisible and also the small movements of the wind blowing on it. The video could be edited to be more convincing. As for the description saying what it did in the water. Hell you could say it did anything after the video recording.
It's definitely a camera tracking a moving object and it looks strange to your eye due to clipping when the camera system stitches images together from multiple cameras. You see the same weird stuff in the KITV live camera in Waikiki. It's a suite of multiple cameras on the roof that looks out over the water. The ocean waves look weird and flow differently from the rest of the water.
This thing looked super creepy at first when I imagined it was further away, then at one point it looked like bird poop or a mushed bug on a window closer to the camera and now i can't unsee it 🤣💩
I'm pretty sure that's just a bug smooshed on the lens and the person recording used their phone to record the screen so you couldn't tell that it was moving with the lens
