That appears to be a kind of plover, a shorebird that is not a sandpiper but behaves a lot like one. Plovers have shorter bills than willets, whimbrels or godwits. Turnstones and surfbirds have short bills but their bodies and legs are smaller than those of a typical plover. It's a little fuzzy but clear enough to tell that it is not a gull.
