The main provision which talks about Short levy under the Customs Act is section 28. Learn in detail about Section 28 subsection 1 and Section 28 subsection 4 as below:
Section 28 subsection 1: Where any duty has not been levied, not paid, short levied or short paid or erroneously refunded other than collusion, wilful misstatement and suppression of facts i.e. innocently it was not paid.

Government enacted provisions to give a letter to the importer for pre notice consultation before notice is served
Notice under section 28, subsection 1 and further procedure
Section 28 subsection 4: where a notice is straightaway issued to the importer or the exporter (there is no pre notice consultation) and it is presumed that there is collusion, there is wilful misstatement and there is a suppression of facts.
