At first I assumed they have the kind of relationship where they’re all friends and can make jokes about it in which case, if you have a chill crowd too, the joke about having the same type would be great. Him saying “he just decided to marry this one” is real bitter and makes it sound like he doesn’t have a good relationship with her so not only could it not go well with the crowd it definitely wouldn’t fly with the couple. That is a very detached way to refer to someone and he doesn’t seem to respect their marriage either so I’m surprised he’s even getting a quick speech
If they dated way back it kinda sounds like they're old friends who aren't particularly close right now. So he got an invite because if the bride and groom were in the same friend group it might be kinda awkward to just exclude this person. That's the vibe I got at least.

The problem with emotion is that nobody wants to admit their emotion. If you're upset that someone is dating your ex perhaps you are the one with the real emotional problems to deal with. You should have maybe a quick chat with your "best friend" about why it angers you or something and go from there. But to bring that up at a wedding is more about making the event all about you.
It's probably en ex from like high school or college. Small town, same folks at the same bars and then just like you said the groom is probably a more interesting version of the guy.
