The slaves didn't sell slaves. If anything, their rulers did. Just because they had the same skin colour, they weren't a monolith. Would you say that the British poor locked themselves into debt prison, or would you acknowledge that it was a policy set by the ruling classes. In no other circumstance, the standard you're proposing is applied.

Why should I pay reparations from my tax? Maybe I can claim reparations from Germany for the generational damage World War Two did to my family? Slaves were rarely stolen. They were bought and paid for from the rulers of those countries. Most artifacts were bought from people in those countries. But yes anything stolen should be returned.
