It's a statement to say, in New York state but not New York City.

I also live Upstate and the answers you get for what it means it's so incredibly inconsistent. For example, I'm sure you live above the Hudson Valley and that's why you think you are that's Upstate. Come to the Hudson Valley and you'll get a different answer. That's why it's not a term for us, it's a term to tell people that you don't live in New York City. That's it. New York City people made the term and believe me, anything above New York City is completely indistinguishable to them.
