I am from Denmark. A correction: our government, the state, don't take us through education until universiy. Through any higher education, any further education. We pay our books and or accommodation and food. But get a stipend, everyone. And we pay between 40and 50 % in tax depending on our income. For that tax, yes, we get free healthcare, subsidized dawa. And free education. Paid maternity leave for 1 year, also paternity leave for 1 month.
I think there are Sifuna's out there. The problem lies with the voters. Even this Sifuna was rejected by his own constituents when he was a candidate for MPs seat. Kenyans don't spend time to assess leadership capabilities of candidates.
There's a breed of political class that we should think of in the future higher offices in the land. This group includes Sifuna, Omtata, Asige and Matiang'i from outside the political class!

"...every law is null and void to the extent that it deviates from this Constitution....." so says the constitution. There is no such title as "Prime/Chief Cabinet Secretary" in the constitution. Only Cabinet Secretary is recognized. Hence the unconstitutionality.
