Why do you think the Prophet appointed Umar to some tasks? He needed someone who wasn't involved in battles so whoever he was sending the message to wouldn't be angry with the messenger. For example Imaam Ali (A.S) is known for is power in war hence if he went to send the message of Islam the oppositon wouldn't accept it due to the hatred of Imaam Ali. E.G. Badr, khaybr.
