It is a multi-ownership building managed by MCST. Many would remember it was controlled by the touts selling copy watches with MCST being helpless against organized syndicates. It exterior facade was made of shabby concrete plastering! Fortunately with the appointment of an internationally renown architect and professional engineer the building was upgraded with careful bylaws to properly control it's management with many syndicates taken to court to prevent it from being run down. It was not an easy task to do so and MCST was threatened with vandalism and fire that destroyed the building airconditional system. Through careful allocation of EHT electricity supply and upgrading of OTTV facade and saving of S$1 mil pa in electricity bill that pays for upgrading, it stays vibrant!!
