​@fame5367 as someone who's served within the force as well as ministries for many years, what the OP said was true. And its not just SPF but rather its how many of our public services operate. Its kinda sad honestly. It's all about changing for the sake of change, rather than for the betterment of the Singapore society as a whole. And i feel that so many Singaporeans working in the govt sector has this mindset ingrained into them, its very hard for certain individuals who actually care about their work to better the lives of singaporeans to actually make any real substantial changes.
