3 phase ka matlab 3phase hi hota hai, single phase ko 3 wire me divide karne ko 3 phase nahi kehte, ek wire ko 10 wires se divide karenge to 10 phase nahi hota

It still remains single phase because it cannot run 3phase device like 3phase motor, 3 phase welding machine etc because each wire is carrying same phase, 3 phase means each phase should have 120degree phase shift. Simply attaching 3 wire to one phase doesn't make it 3 phase.

Might be this building wiring is for just single phase appliances. To reduce the phase load wiring is done by principle of phase distribution. In this case it can supply power to whole building, but only one phase can take huge ampere. Definitely can't operate twin or three phase appliances.

Please report this issue, it can potentially harm someone. In reality they might be using 3 wires to carry a single phase. It gives less wire resistance. Power supply authority won't allow 3 phase wires for domestic purpose. If you do something in forms where you run 3 phase motors, you will burn the transformer.
I have never seen a fuse on the natural wire. This can be dangerous. If the fuse is put in the neutral wire, then due to excessive flow of current when the fuse burns, current stops flowing in the circuit, but the appliance remains connected to the high potential point of the supply through the live wire.
