Dozens of youngsters in Sironko district were lashed by soldiers and police offices for drinking in bars early in the morning. The bizarre operation was carried out on the orders of the Resident District Commissioner, Moses Wamoto.
Wamoto says the habit has led to an increase of crime in the eastern district. Now, Uganda has no law that bars people from drinking at particular hours.
