Suggestion Durres city Vlora city Saranda city Skodra e Lezha city are simply perfeeect option ! For more caffe and similiar to Stockholm is Tirana west Nord part of city and central Tirana !
3 months, you can apply for 12 months residency based on "motivation" - motivation can be digital nomad, getting a job there, opening a business (can be fake), retiring or buy real estate (20 Sq metres per person). Retirement requires you pay per month to their health fund. Getting a job or digital nomad you might pay tax. Ideal is real estate. You have to renew every 12 months.
Lived here as an expat for the last year and the list is pretty accurate. I'd say that Tirana is vastly overrated IMHO (where I spent most of my time), but I get the initial appeal. Moved to Durrës and enjoying it a lot more, but Shkodër has to be my favourite and I spend a lot of time there with family.

I am recently looking at purchasing property and retiring in Albania and i'm having a hard time determining where i want to live/own property. I really love the Albania Alps so i'm looking more towards Shkoder but Korce has peaked my interest after listening to this video. Great work!
Saranda is a city for greek tourists and old locals,not quite built for immigrants.Igoumenitsa and preveza in greece do the same thing but preveza at a much larger scale
You've done an mistake the third largest city is Elbasan and is the most central city in Albania and only 20min away from Tirana, and you not even mentioned it 😒
Italian or Albanian (Shqiptar)! Both are not the easiest to learn and not very wide spoken in the rest of the world! :-) Students; business people and waiters usually speak English in bigger cities…
Many do not speak very well English, but they always manage to call someone who does to translate and so it never poses a problem, you get around very well.
There are schools in full English but even German or Italian (for English school 100% leaning I am sure ) ! Some child school mostly in Tirana are tough full English lesson to kids
If a nation you see is full of multimiliare moving to it is bad from people there becouse one multimilionarie move to make more billions and money takes from you so don’t wait from a nation with 3 mil people to see to move 3000 multimillionaire because isn’t normal ! Personally when I see multi milionaire moving massively in one nation I don’t invest there , becouse smth smells and time has reveal that truth
