Section 163 is only to stop a vehicle, not to demand name etc. Usual ignorant planks. Filming him without telling him is ignoring their own force policy and Home Office guidelines. Reaching into vehicle without a valid reason is a no no and asking for phone number is now part of information gathering.

Section 163 gives them the power to stop you and they don't have to give you a reason. Failure to comply with 163 is an offence. Section 163 is followed by 164 which requires you to produce a valid drivers license and other documents. Again Failure to do so is also an offence. Section 165 requires you to actually state you name and address again failure to do so is an offence. The officer was wrong to take the keys as that is not allowed and you don't have to get out of the vehicle. But the police are asking the law to be changed so that they can take the keys off of you and ask you to get out of the vehicle.

Police are obviously highly over funded if that many PC's can waste our taxes. That officer has just committed a section 26 offence by grabbing your keys! Forget the complaint, push for the conviction it hold upto 14 years upon conviction or unlimited fine, as well as loosing he's job

Dont pay the ticket and make a civil case, he was rude and threatening, to snatch your keys through the window was unlawful , he clearly lies with his henchmen around him, , you also do not have to show them your licence as you already know, they only allowed to ask where you are going and where you have been as protocol and a reason to stop you , he obviously made one up

The guy isn’t argumentative in my opinion he is very assertive that’s obviously his way, but unfortunately he is wrong the road traffic act is not only section 163 but 164 etc and the constable should have explained this to the driver but what a waste of constables six for a minor traffic offence is ridiculous if he hadn’t been so assertive he may only have gotten a warning. And no I do not like the police.
Another point police van was left ldleing right throughput this stop I would appeal the ticket a bulb can go at anytime what are you supposed to do no wonder the public have lost faith,
Shouldn't have taken his keys, quoting 163 of motor traffic act, how many are there and what are. they, reason needed to to be given clearly in layman's terms, speeding, broken tail light etc

They have the power to stop a vehicle under 163. 164 gives them the authority to request your driving licence, if you don't have your licence they have to issue you a producer whereby you have to submit your licence to a police station within 7 days. 165 gives them the authority to request to ask your name and address.
They know from your registration plate who owns the car + if it's insured, etc. They can check all this on their mobile phones before they stop you. At least, in N.Ireland they have this info.
