Surface area of vertical vessel (cylinder) is π d h, while surface area of bottom torispherical dished end in vertical vessel is approx 1.09 d^2 . The surface area of partially filled horizontal vessel (cylinder and dished ends) is more complex formulae which cannot be adequately explained in comment section here.

Relief load is a term used for flow rate from the relief valve. The flow rate is generally specified in terms of mass rate (kg/h). It maybe single phase gas, two-phase fluid or single phase liquid. The relief load is estimated for each scenario (e.g., blocked outlet, control valve wide open, fire, etc) at relieving conditions (relieving pressure and temperature at inlet of relief valve). The overall mass flow rate at inlet and outlet of relief valve is same. However, there is pressure drop across relief valve, thus fluid may flash with phase change. The volumetric flow and fluid phase will vary between inlet and outlet. For consistency, mass flow rate is specified for relief load/rate.

Good discussion! But where does C9 and C12 come from? What are the units?

Thank you for your comment. C9 and C12 are dimensionless constants. The equation given is in SI units. The values of these constants are C9/C12 = 0.2772 in SI units (0.1406 in USC units). The equation is based on API Standard 521.

Relief rate equation is derived by rearranging the critical vapour equation. It is based on physical properties of air and ideal gas laws.
