In bedrock, you can actually tip the arrows by filling a cauldron with the potion and then dipping the arrows in the cauldron. One potion will only fill the cauldron up a third of the way and cover a stack of 16 arrows if you fill the cauldron all the way with 3 potions you can tip a full stack of 64 arrows. I'm sure about this but if you only dipped a single arrow in the cauldron it might use up the same amount of potion as if you had dipped a stack of 16 so make sure you're holding at least a stack of 16 when dipping the arrows.
