The dealer just has to decide if they want a hit and if not they stay. The dealer also has to hit if they have under 14.

The dealer always has to draw until he has more, he can't decide, otherwise most tactics would become completely useless. Not to mention that it would also be another variable, which casinos aren't really a fan of. (Woops, I was thinking of dealers hired by the casino) But even in that case, he still could have won.
