When Fluffy mentioned Banda music its just mexican full band music, but the songs that he referred to are ones that more often glorify cartel members and/or their stories thus the prevalence of guns shooting and government limiting their airtime, so they arent the songs you would expect people outside of the culture to know or understand
Also sometimes the cartel themselves commission these, they take new and upcoming artists and help them out in exchange for a commission, either celebrating a victory or accomplishment, or to glorify the fall of a cartel leader
It is the mexican equivalent to old school gangster rap. It is either sponsored by or done by members of the cartels to 1)make money for them and/or 2)glorify cartel life. Combines the violent nature of the work with glory and money that could come from that life. Basically take WW2 recruitment propaganda and modernize it for drugs and crime.

Banda music is basically band music. So it's a full band, not quite an orchestra and its usually folk songs, and things like that. What Fluffy is describing is like a "corrido" which is the same kind of thing but it's about cartel stories. Its a whole thing in mexico. Someone could describe it better, but thats the basics.
On point, the only thing I would add to that is that there's a difference between classic corridos and the current "narco corridos". The former was a style of music that started around the times of the Mexican Revolutionary War and it was to spread news of the events in song format to the people. Narco corridos are pretty much self-explanatory, they talk about the activities of narcos that were commissioned by them.
“Cartel” is basically another word for the Narcos in Mexico. Narco is short for “Narcotrafico”, which are the groups doing illegal business openly in the streets and highways of Mexico “Cartel Songs” are songs in the “Banda Genre” of Mexican music where it is described how these Cartel groups run their business, from kidnapping, selling drugs, to killing their enemies. These songs are not put on the radio, but you can find these everywhere in the internet very easily. These are catchy, but you rather hear these in private with headphones specially in the streets.
When Fluffy had spoke with the producers on the latest Space Jam movie, they had him in the recording booth doing Speedy Gonzalez. And then he told them that he could save them money because he could do all the voices.

Banda music is typically just love songs and getting drunk music, what fluffy is referring too is narco corridos which was banned in Mexico radio stations. They talk about the real life of Cartel sicarios and the way they live. It’s Mexican drill music but they have military grade weapons instead

Mexican banda music or in this specific case is known as "corridos" are songs that group of music (banda) make for Mexican cartel bosses. These specifics songs tell the story of the things that the boss did or how he died and what he did while he was alive.
He only started doing voice acting a couple of years back. From a cartoon in Nickelodeon, to a minor character in Coco, to recently Speedy Gonzalez in Space Jam. Also I would recommend the Magic Mike story as the next Fluffy reaction

banda=band It's music made by a band. Very closely related to Polka. Only slightly more emphasis on horns than the accordion. I didn't get it either until I went to this little club in San Quintin with my cousin. There was like twenty guys and all their instruments stacked up in the corner. The building was literally shaking. It was dope.
