I wonder..Is there any way that you could use and old chainsaw chain with ...say a 36-inch bar...and carve an initial channel to/through the beaver dam in the culvert; kind of like a ditch witch?
Someone with a small backhoe needs to come and pull all the debris onto the shore and let it dry so it could be burned. Once it started to sython it makes a lot of noise. The bad thing then is all the loose stuff gets sucked back in the culvert.

Interesting thought here... While the 4-tine rake is good for pulling brush free on these beaver dams, a pitchfork might be helpful for 'shoveling' larger masses out of the water, rather than using gloves or trying to do it bare-handed.
